Does the link to the email address for submissions to the DoL Consultation work ?

I've just come across the DIC piece about the Deprivation of Liberty Consultation on the homepage (well done for flagging this up) but although I've downloaded the PDFs, the second link - to the page for submissions to the consultation - does not seem to work for me.

Is this down to my library computer, or is that link 'no good' ?
